Every view you are billed for is one YouTube counted, and on a skippable in-stream ad YouTube only counts one when somebody watched 30 seconds of your video — the whole ad if it runs shorter — or clicked it. Skips before that cost nothing and count as nothing. That is the definition a bought-views service cannot meet.
It also means you are not paying for the skips: a campaign that gets scrolled past costs you almost nothing.
One trap worth knowing before you cut the edit: an ad under 11 seconds never bills a view at all, and never builds a remarketing audience. Keep it longer, or you are buying impressions and calling them views.
